<img width='1' initiative
By Lee Wei Lian
June 10, 2011
KUALA LUMPUR, June 10 — Unik, the prime minister’s initiative tasked with restructuring the country’s public innovation ecosystem has hit a setback with the resignation of its technical advisor N Danaraj who was in charge of putting together the National Innovation Policy (NIP).
His resignation earlier this week could come as a blow to Unik due to the loss of experience as Danaraj has a masters degree in public administration from Harvard, a doctorate from Oxford and was also technical advisor to the National Economic Advisory Council (NEAC), a senior fellow at Khazanah Nasional and a research fellow at the Malaysian Institute of Economic Research.

His departure, which sources say was due to various disagreements with Unik CEO Dr Kamaljit Singh over the NIP, comes as several innovation agencies have been privately expressing concern over the Unik chief’s leadership style.

The innovation agencies are understood to be frustrated that their issues over proposed changes to the way federal grants are disbursed have not been adequately addressed and their growing resentment over the uncertainty could hamper Unik’s efforts to implement initiatives.

Their unhappiness came to a head when they learnt that Kamaljit had proposed a freeze on funding by innovation agencies by July at the Economic Council (EC) meeting earlier this month without consulting them.

Sources say that a decision on the proposed freeze was postponed following objections from several other members of the EC, which is chaired by the prime minister.

Kamaljit is understood to be in favour of implementing a competitive bidding system where both government agencies and ministries that disburse technology related grants such as Biotech Corp, the Ministry of Science Technology and Innovation (Mosti) and the Multimedia Development Corporation (MDeC) bid against each other for the funds which will be put in a common pool, but agencies say it is unfair for agencies under the ministry to bid against the ministry itself.

One industry veteran familiar with the situation said that while some people might appear to “play ball” with Kamaljit because they believe he has the prime minister’s ear, the opposition might get more serious if he doesn’t get buy-in from the agencies.

“If you push things through without getting agreement, do you think the agencies will help you?” said the industry veteran.

One industry player said Unik is a good initiative but the main issue is lack of clarity from the top and claimed that the affected parties were being asked to trust Kamaljit without knowing all the details.

“Nobody’s afraid of competition,” said the industry player when asked about competitive bidding. “If we don’t perform, shut us down.”

“But you can’t put parents and children in the same basket and ask them to compete (for grant money budget), that’s not market forces,” he added referring to the concept of agencies competing against their parent ministries.

Some industry observers say however that Kamaljit may be trying to push things through because he feels that things will not get done otherwise.

“Unik has an ambitious agenda and when you are short of time, you may be forced to step on the toes of those more used to a drawn out consultative process,” said one observer. “That’s why Unik is under the prime minister’s department.”

When contacted, Danaraj confirmed the resignation but declined to comment further.

Kamaljit also declined to comment for the story when contacted.

Unik, which stands for Unit Inovasi Khas or Special Innovations Unit, was established by Datuk Seri Najib Razak to develop and implement strategies to stimulate and support innovation in Malaysia.

Its website states that it is a special-purpose body designed to focus on two core priorities - improving Malaysia’s innovation eco-system and directly cultivating innovation.

Over a period of 18 months, Unik in its current form, will focus on developing policy in support of an improved innovation eco-system while a statutory body called Agensi Inovasi Malaysia (AIM) will be set up to take over implementation and policy reform. Leading global strategy consultants, The Boston Consulting Group (BCG) were also engaged by Unik late last year to study the efficiency of funds disbursement in the public sector. The three key recommendations from the study, which leveraged best practice from Singapore, US and Korea, were for Malaysia to focus funding in strategic sectors where it has comparative advantage, to introduce a performance management system that allows standardised performance comparison on outcomes across funds, and for more comprehensive linkages within the innovation ecosystem — research, entrepreneurs, investors and the private sector.

courtesy of The Malaysian Insider

Pak Bakaq mengamok lagi....SABAQ!!!

Barang naik: Najib tak puas-puas buat dajal kat kita, rakyat

Hello, bil letrik rumah hampa mungkin tak naik kalau kurang RM77. Tapi bil letrik di kedai, supermarket, gudang, kilang dam entah apa benda lagi yang jenis-jenis tu semuanya naik. Hampa ingat depa nak tanggung semua tu?

Maklumlah, lepas ni kerajaan Umno Najib nak buat dajal lagi.

Aku malas nak cakap fasal IPP. Aku malas nak cerita bab TNB bodoh berniaga atau dipaksa buat bodoh dalam urusniaganya. Berapa kali cakap pun jenis buta perut tak reti-reti bahasa. Aku malas tanya berapa untung TNB.

Macam mana Najib buat dajal tak habis-habis kat kita? Semuanya bermula kerana dia bongok memerintah. Dia bodoh, tapi nak jadi Perdana Menteri jugak. Bila dah bongok, bertimbun-timbun beban akibat kebodohan Najib. Bila jadi lagu tu, lagi la dia tak tau nak buat apa. Dia panik. Bila dah panik tak tau nak buat apa, dia main hempuk ja semua beban atas kepala kita, rakyat. Bini dia terus senang lenang. Tengok sendiri la lifestyle depa. Apa lagi istilah kalau bukan jahat namanya. Jahat sungguh.

Saya ulang lagi: Pi bagi tau semua orang, Najib bodoh memerintah. Bila dia bodoh, beban negara bertimbun. Bila beban bertimbun, dia main hempuk ja atas kepala kita, rakyat. Bodoh dah naik darjah jadi jahat.

Hampa nak dengar lagi pembohong Umno yang konon nak pertahan bangsa? Dah puas depa pelingkup Melayu, konon nak pertahan bangsa. Hampa pilihlah, nak dibodohkan Umno konon nak pertahan bangsa atau nak pertahan duit dalam poket hampa? Jangan la nak lupa pula, kemiskinan mendekati kekufuran.

Bila Umno menang lagi, subsidi dia rentap lagi sampai nafsunya puas.

Tapi masa tu saya dok rasa umur saya panjang lagi. And a very proud one at that.

While my former prime minister, Tun Dr Mahathir Mohamad has apparently, and suddenly, agreed with you on what you had apparently said about Datuk Seri Anwar Ibrahim and his alleged dalliance with an ass — “ass” here refers to the anatomy of a human being, not the animal, although sometimes in your country, that word could also refer to members of your government — I, on the other hand, could not give a rat’s ass to what you or any of your colleague say about my country or its people.

I will be blunt because I am not a politician. Nor am I a diplomat or a member of my country’s civil service. So, here goes. Neither you, nor any of your colleagues, have any moral standing, or any standing at all, to pass judgement about my country or my fellow Malaysians or any other country for that matter.

If what was reportedly said by you and your colleagues about my country and our leaders was in fact said by you and your colleagues, than I just have one word to say to you and your colleagues. Buzz off! (Well, they are two words actually, but I don’t give a hoot!)

I am not bothered by what you and your colleagues think about my country or my leaders simply because I have always known that you and your government have always suffered from chronic and almost incorrigible Napoleon Complex (to borrow a phrase from Mariah Carey’s song about someone who has a small appendage).

All those chatters over golf matches with Tun Abdullah Ahmad Badawi, warm embrace between your son and prime minister Najib and nice tete-a-tete over some scones and tea between you and our prime minister’s wife are just for show. I have always, in my heart of hearts, doubted your country’s sincerity in almost whatever you do, whether on a private or even more so, governmental basis.

In short and plain language, I have never trusted you or your government. You and your government, to me, had pioneered and perfected a “cocktail diplomacy” that had, over the years, defined your external policies in South Asia.

To say that I have no respect for you or your government would be, Mr Lee, an understatement. I laugh at the nakedness of the cold and wrinkled anatomy of your cocktail diplomacy.

Unlike many of your citizens, I am not stupid to swallow hook line and sinker your heavily masked political assurances of neighbourly goodwill and co-operation. I don’t believe you or your government because I have always known — from your actions and deeds — your condescending and patronising views about everybody else in this world, save for probably, your masters, the United States of America and, probably too, Israel.

You think you are the best. When in fact you are nothing but an amalgamation of flesh and bones without any semblance of a soul. Your country is consumed by and obsessed with what your neighbours intend to do and the ways and means to defeat your perceived competitors — which, in most cases, only exist in your tiny little mind — and procure a perceived victory over them. In short, you and your colleagues suffer from multiple phobias over nothing.

You boast of economic success. May I ask, at what price? Your people have traded their souls, their freedom and liberty, their right to even think of what is right and what is wrong for just a slice of economic and material gains. How shallow can one be?

Your society is exactly what Herbert Macuse was describing in his “One Dimensional Man”, when he says, finally, under the condition of a mass society, shaped and moulded by the State:

“the multi-dimensional dynamic by which the individual attained and maintained his own balance between autonomy and heteronomy, freedom and repression, pleasure and pain, has given way to a one-dimensional static identification of the individual with the others and with the administered reality principle.”

That is what I think of you and your colleagues, Mr Lee.

You and your colleagues huddled together in cafes, holding whiskies and passed judgment on my country. My country is, apparently, “declining.” And the cause of that decline, apparently, is “incompetent politicians.”

Well, who exactly are you or your colleagues to pass judgment on us? Incompetence, you say?

You and your colleagues boasted that Orchard Road will never ever be flooded. Remember? And this was what happened.

What do you say about that? Competence? Go and fly a kite, Mr Lee.

And true to your government’s multi-phobic affliction, you even arrested, handcuffed and detained a reporter who was photographing the flood. Read about it here.

And what was your people’s explanation for that incident? Your Minister for Environment and Water Resources Yaacob Ibrahim had even copied and used the answer given by our former home minister in explaining why a journalist was arrested under our Internal Security Act a couple of years ago, in trying to explain that incident.

This was what he said (as reported here):

“From what we understand, the photographer was warned because of safety issues, not because of privacy issues.”

Yes, apparently, that guy was arrested, handcuffed and detained because of safety issue. Your minister can’t even be original in his reply! He has to copy what our minister said!

Incompetence you say? Go and stand in front of the mirror and look at yourself. You can’t even predict a flood in the middle of your commercial district!

And what about a certain guy by the name of Mas Selamat? Remember him? Yes. He escaped from your maximum security detention centre.

What do you call that? Excellence?

Who, dear Mr Lee, managed to track him and re-arrest him? Who was the kind soul who, in the spirit of good neighbourliness and goodwill, surrendered that guy back to you? Who else but your incompetent neighbour, eh?

Frankly, would you do the same for my country? Well, don’t answer. That is a rhetorical question. I know the answer already.

You have and know of no other way to deal with public grievances and opposition than to arrest them, harass them with defamation suits and utilise your executive might and power. Your country would think of nothing about utilising your pliant judiciary to mask your purely political actions against your opposition in order to lend a semblance of judicial justification for their extermination.

Democracy you say? I laugh and I laugh. And I laugh at you and your government’s shenanigans, Mr Lee. It is the idea that everybody is stupid that makes me laugh so hard. The stupidity of thinking that every other people could be hoodwinked makes me want to die laughing!

Under the guise of good governance and security, your government would go out of its way to silent critics. What did you do to a web site called Temasek Review, Mr Lee?

You cringed at the thought of intellectual discourse in cyber space. Because really, you are not equipped to deal with it. That is because your society has been shaped and moulded to comply and follow, and not to question and demand. So, Temasek Review had to be stopped.

Because of that your agency, Temasek Holdings, claimed that it had the intellectual property right to the name of Temasek Review. How very convenient? And Temasek Holdings then, apparently, sold the right to use that name to an unknown party for S$1.00.

Sorry, but I have to laugh again. Hahahahahahahha... you think the people are as stupid as your government? You have always had the ability to mask your political moves with commercial dress ups. And that move was so you, so Singapore, Mr Lee.

Speaking of Temasek Holdings, what were they doing in Indonesia so much so they were found liable for breaching anti-monopoly laws there?

What do you call that?

The truth is, Mr Lee, you, your colleagues, your government and your country are not perfect. Nobody is.

So please. Take your smug pimply face away and mind your own business.

Malaysia can survive without you. Can you survive without Malaysia?

It is about the construction of the 100 Storey Warisan Merdeka tower. Just recently, Dato Najib said it wasn't his idea. Yet he announced it in the 2011 Budget recently. That means, he has agreed to the idea. The ultimate decision maker is of course the PM. unless he gives the green light, Hamad Kama Piah will not move.

The PM says it was PNB's idea. It's easy to verify this. Let's publish minutes preceding the decision to go ahead with this project. Discussions and deliberations must have taken place prior the announcement was made. These must have been minuted down. Let's see them.

There must also be an exhaustive technical study and financial evaluation of the project. A project such as this can't be thought overnight. Engineers and architects must have worked on the commission. We should see all these.
There is the issue of cost. The building will cost M 5 billion. That's RM 5, 000,000,000. Kama Piah says the funding is internally generated. Internally or borrowed, the money represents Malay money. Wasn't PNB created to harness Malay financial capital?

PNB manages investments portfolio on behalf of Malays and earn dividends on their behalf. It has also branched out to handle investments portfolio for Malaysians.
Let see an orang kampong assessment of this outlay. Suppose the RM 5 billion in invested somewhere earning a return of say 6%. That would bring PNB a return of RN 300 million a year.
So instead of building I unit of 100 story building, why not build a 20 story building costing around RM 300 million a year. So that in 5 years, we shall have started building 5 blocks of 20 stoirey buildings giving us an equivalent of 100 story single building. If each cost 300 million, 5 blocks will cost us only 1.5 billion saving us RM 3.5 billion.

With 5 you can place them at will. Spread it around in Kuala Lumpur. Have 2 in Kampung Baru so that the value of the land in Kg Baru escalates. That will make owners earn high income.

I asked an engineer friend. It's not that straight forward issue doing this 100 story building. Because beyond a certain level, the cost of construction escalates. As we go higher, the degree of inefficiency of the building increases that require lots more money being pumped in. In the end, the cost of a single 100 story building may be more than RM 5 billion.
But the more interesting news coming out from the bowels of corporatedom- is that, there will be 2 more similar towers going to be built. This means, we shall be having not one 100 story behemoth, but 3 of them. This will mean Najib will have out-Mahathir Dr Mahathir.

Who are going to propose the other two towers? The voices from deep in the corporate bowels mention the name of Jho Low and Naza. If the real cost of construction is RM 1.5 billion, these people will be making Croesus-like profits.
When PNB completes the 100 story tower, how much rental will they charge per square foot? The PETRONAS Twin Towers cost is RM 1.3 billion. Go ask the rental for the space at the food court. It is RM 130 per square foot. While Spain may be the world champion, it was minnow Switzerland that became the only country in the tournament that was able to defeat Spain.

Forty-five years have passed since Singapore left Malaysia, yet every now and then we still hear non-complimentary comments from across the Causeway about the Malay community here.

The latest came from former Malaysian prime minister Tun Dr Mahathir Mohamad, who casually reminded Malaysian Malays not to become like Singaporean Malays.

He did not make it clear what he actually meant, but the comment was made in the context of the possibility of Malaysian Malays losing their power in Malaysia.

Again he did not specify what type of power, but it could safely be interpreted as political power.

Now, what could have happened to the Malays here in the last four decades?

What could have driven Dr Mahathir to voice his concern and to caution the Malaysian Malays?

I wonder.

The Malay community in Singapore, of course, know what has become of us here.

First and foremost, we have become a completely different community from what we were 45 years ago.

We have developed our own identity and philosophy of life that are distinct from our relatives across the Causeway.

We may wear the same clothes, eat the same food, speak the same language and practise the same culture.

However, the similarities end there.

We are now a society that upholds the philosophy of wanting to stand on our own feet, or what is known in Malay as “berdikari” or “berdiri atas kaki sendiri”.

We do not believe in being spoon-fed or being too dependent on government help.

In other words, we do not have a crutch mentality. We firmly believe that a community with such a crutch mentality will soon become a “two M” community — the first “M” stands for “manja” (spoilt), and the second for “malas” (lazy).

We definitely do not want to be labelled as a pampered and lazy community.

That is why our Malay community here constantly work hard to raise funds to build our own mosques, madrasahs and other buildings in expensive and land-scarce Singapore.

Over the years we have raised millions of dollars to become proud owners of these buildings.

Through our own efforts and with the help of other organisations, we have also helped the needy not only financially, but also in equipping them with new skills so that they can earn their living.

For Dr Mahathir, however, all that we have done and achieved so far are not good enough.

He takes a negative view of our changed attitudes and different mindset, and has therefore cautioned Malaysian Malays not to be like us.

What about power? For Malays in Singapore, power is not about wielding the keris.

For us, knowledge is power. In fact we believe that knowledge is THE real power.

The constant emphasis by the community on the importance of education and acquiring knowledge has led to the formation of institutions such as Mendaki, Association of Muslim Professionals (AMP), the Prophet Mohamad Birthday Memorial Scholarship Board (LBKM) and many others.

These self-help organisations not only provide financial help to needy students, but also strive to nuture our students to their full potential.

At the same time, these organisations help to tackle various social ills faced by the community.

Again, we do these all on our own. Malay children here attend the same schools as other Singaporeans with a shared aim — to obtain a holistic education and, of course, achieve good examination results.

Yes, it is tough. Like all other children, our Malay students have no choice but to work hard.

It is a reality of life in Singapore that we have come to accept — that there is certainly no short cut to success.

We do not believe in getting any special treatment, because it would only reduce the value of our achievements and lower our dignity.

The meritocratic system that we practise here is, without doubt, a tough system but it helps us to push ourselves and prevent us from becoming “manja” and “malas”.

Still, Dr Mahathir and some Malay leaders across the Causeway do not like the way we do things here and have therefore warned Malaysian Malays not to be like us.

On our part, there is certainly no turning back.

Meritocracy has proven to be a good and fair system.

It pushes us to work hard and makes us proud of our achievements.

We can see how it has benefited us by looking at the growing number of doctors, lawyers, magistrates, engineers, corporate leaders and other professionals among us.

It is the successes and achievements of some of these people that Berita Harian wants to highlight and celebrate when we launched this Achiever Award 12 years ago.

Tonight, we have another role model to present to our community.

So, the question is: Shouldn’t our friends and relatives across the Causeway be like us — Malays in Singapore?

It is definitely not for us to suggest or decide.

And we too have no intention of asking our own community if we would like to be like them either, because we have already chosen our very own path for the future.

We, the Malays in Singapore, should be proud of our achievements, because we have attained them through hard work.

It is true that what we have achieved so far may not be the best, and that we are still lagging behind the other races.

There are large pockets in our community facing various social problems.

We have achieved so much, and yet there is still a long way to go. But we should not despair.

We can do a lot more on our own if the community stay united and cohesive.

In critical issues, we should speak with one voice.

We need to help and strengthen each other while at the same time reach out to the other communities in multi-racial, multi-religious Singapore. A successful and prosperous Singapore can only mean a successful and prosperous Malay community.

Can we do it? Well, to borrow US President Barack Obama’s campaign slogan, “Yes, we can”.

* Speech by Berita Harian Singapore editor Guntor Sadali, at the Berita Harian Singapore Achiever of the Year Awards ceremony on July 28, 2010

you want Malays to be competitive...try this kot!!!

The lessons from Singapore Malays — Sakmongkol AK47

AUG 1 — You are talking crap. You should learn a thing or two from the fate befallen the Singapore Malays.

How anyone wants to express his disagreement is not the issue here. I wrote a short article about the Singapore Malays. The way of expressing your disagreement such as above, prevents a meaningful debate about this matter.

Yes, I am aware that a seminal work on the condition of the Malays was done by Lily Zubaidah Rahim in her book, The Singapore Dilemma: the political and educational marginality of the Malay community. She has gone to write a second book on that issue.

This is precisely my point why we Malays in Malaysia should not interfere in the affairs of Malays across the causeway. They have their own spokesman or spokeswoman who can articulate their cause. Why should we confer upon ourselves, a busybody status and try to show Singapore Malays a thing or two? Take care of our Malays here.

The central thesis of Lily Zubaidah’s book is that the marginalization of the Malays in Singapore has less to do with their cultural deficits as it does with the institutional and structural factors in the political and educational system. In other words the enabling

environment imposed as it were, by the political establishment of the dominant ethnic community. Bluntly put, by the Chinese dominated government.

Now, here is the lesson which should be taken to heart by Malaysian Malays. Suppose the general iniquity that we suffer (economically, educationally etc.) has less to do with our cultural deficits, where then should we look for the main cause?

The only answer is that, the present lot of our Malays here in Malaysia is caused by our own institutional and educational structural impediments imposed by the dominant political power dominated by our own Malays. In other words, if I were to use the reasoning by Lily Zubaidah , in reverse, then I say, the iniquities that we suffer is the doing of the politics of our own race.

The reasons holding back our Malays therefore are not so much due to our cultural deficits which can be overcome, but perhaps more with our political arrangements. The sooner UMNO realise this, the better.

This is the crap we want to have undone. — sakmongkol.blogspot.com

* Sakmongkol AK47 is the nom de plume of Datuk Mohd Ariff Sabri Hj. court of justice? coz that are the truth!!!

Strong, determined and serious leadership needed — Sakmongkol AK47
July 05, 2010
JULY 5 — We trivialise things when we say we shouldn’t believe what the opposition says because they are the opposition. This line of thinking means that as the opposition they will always lie about facts and the truth. The opposition is driven by one aim — that of denigrating its opponents.

How valid is such a proposition?

If it’s true, then whatever Umno says in Kelantan, Penang, Kedah, the Federal Territory, Selangor and even Perak should not be believed at all. It is drivel. Why? Because in these places they ARE the opposition. And the opposition will always politicise facts and truth, and that they are twisted and demented people.

What do we have then? We have a political Mexican standoff. W can’t move because to do so would place us at a disadvantage.

The reasons why we are at this stage are because we did not address the issue head-on when it was a minor problem. When Balasubramaniam surfaced and talked about how the carpet-seller Deepak and the PM’s brother corrupted him by offering RM5 million, everyone says that was just a lie. He was even able to produce a cheque or something, how did we refute that? We refuted it dismissively, saying it was not true and it’s all a fabrication and a figment of the imagination of a heinous person.

No one took up the issue seriously. The person most affected by the allegation, the PM, repeated a mere statement, saying that it was a lie. What would a serious leader do? He would haul the person alleging a very serious thing to court and have the court deal with the accuser and liar seriously. At the very least, sue the accuser for defamation or something.

Get hold of the carpet-seller and charge him in court for abetting people out to defame and overthrow a legitimate PM and his government. Maybe even a charge of treason punishable by death. The allegations brought by this Bala are not a walk in the park which can be treated in a most cavalier and dismissive manner.

We shouldn’t be dismissive about things such as this. Bala’s allegations should be confronted with our own clear and firm denial. The veracity can only be established by an independent team of verifiers and adjudicators.

Wrong move number one.

We should fire the PM’s advisers.

In the United States, a sitting president would be impeached and testimony taken from him. That is the only way to exonerate him or to have him removed.

Our objective should be to prove that what Bala and his conspirators say are untruths. The facts and stories they produced must be matched by equally convincing refuting facts and story. It’s never sufficient and much less convincing to brush them off by saying these are just politically motivated stories.

Wrong move number two.

By repeating this defective manufactured story linking what Bala or RPK want to say as machinations of the opposition and therefore they MUST be lies. Fire your stupid minister or ministers who suggest this storyline because of a perceived link between RPK and Bala and PKR, then these are all lies.

Why should anyone be prevented from meeting up with RPK? He hasn’t committed any crime and if he has, then the long arm of the law should be sufficient to bring him back. The inability of our own law-enforcing agency to bring him back from the UK would suggest that we have not got sufficient standing to have RPK extradited. We haven’t got a case against him. If we have, then the UK law-enforcing agency must be the stupidest in the world for not working alongside to enforce valid laws.

This the home minister hasn’t answered but he is busy telling stories about the link between RPK and PKR. Probably some Umno people will even say these people are the same because the syllables in their names are the same.

What’s so saddening about allowing the MACC to go to London and expose the vicious lies and innuendos that this Bala is doing? And we can also expose the possibility that RPK and Zaid and PKR are the people behind the plot to overthrow the legitimate government through an extra judicial means.

We need a strong, determined and serious leadership. — sakmongkol.blogspot.com

* Sakmongkol AK47 is the nom de plume of Datuk Mohd Ariff Sabri Abdul Aziz. Other states are widely expected to follow suit following the conclusion of the Balkis inquiry.

Yesterday, PNSB chief executive officer Datin Khairiyah Abu Hassan dropped a bombshell when she further revealed how much the State-owned conglomerate had forked out for former Selangor Menteri Besar Datuk Seri Mohd Khir Toyo and his family's expenses during the overseas technical visits.

She also drew hoots of laughter when she explained the reasons for the trips.

1. Jakarta and Jogjakarta, Indonesia; 20-24 April 2003
Total cost: RM201,452

Dr Khir, his wife, daughter and maid also went on the trip. The purpose was for delegates 'to study' Indonesia's batik production which was supposed to lead to the opening of a batik factory in Selangor.
Cost of airfare for Dr Khir, his wife, daughter and maid: RM37,695
Miscellaneous cost incurred by the delegates: RM34,404
Spent on two-day rental of a limousine / Mercedes Benz in Jakarta: RM5,800
Paid for two-day rental of a limousine / Mercedes Benz in Jogjakarta: RM5,000

2. Morocco and Paris: 17-24 December 2004
(inclusive of four-day transit in Dubai)
Total cost: RM900,000

The trip, attended by Dr Khir, his wife, children and maid as well as PNSB delegates, was 'to study' Islamic architecture, which could be adopted in Selangor.

The group, which had a reconnaissance trip beforehand, also visited Paris Disneyland to generate ideas for a theme park in Bagan Lalang, Sepang.

They bought tickets to enter the theme park and did not meet any Disneyland representatives.

Cost of official trip: RM416,000
Airfare: RM366,000
Ground arrangements: RM420,000
City travel: RM70,000
Other expenses: RM43,000

3. Honolulu (Hawaii) & Orlando (Florida): 23 December 2007 to 1 January 2008
Total Cost: RM646,841
Additional cash taken: RM101,000

A 'technical study' on the Bagan Lalang theme park was also the pivotal reason for the trip. The group, comprising Dr Khir, his family and PNSB delegates, bought tickets to DisneyWorld and again did not meet any Disneyland representatives.
A tour guide instead took them around. Cost of Dr Khir's luxury suite: RM110,000

Cost of six single superior rooms for the delegates: RM171,000
Cost of one twin-sharing room: RM24,800

Khairiyah claimed that on the trips, Dr Khir and his wife flew only first class.

The itinerary of the US trip also included visits to Miami Beach, island tours, dinner cruises and a Honolulu city tour.

Dr Khir and his wife, supposed to have been key withesses, failed to turn up for any of the inquiry proceedings.

Dr Khir would be referred to the Committee of Privileges while Zaharah could be prosecuted under Section 5 of the Contempt of the House Act 2008. The inquiry's findings will be presented at the next sitting of the Selangor State Assembly in July.

The Malaysian Anti-Corruption Commission is expected to investigate possible criminal breach of trust (CBT) once Selcat concludes its findings and police conclude their investigations.

11 September 2009 - Khir Toyo was called for questioning by MACC but he was let go after some greetings and minor questions. Why didn't they keep him overnight like Teoh Beng Hock and then see if he jumps to his death from Plaza Masalam?

Thank you for giving up your hard earned tax ringgit so that they can enjoy a luxurious elite lifestyle, travelling all over the world and living like kings without having to work for a single cent. My reservations were anchored on the suspicions that deficit spending may be due to financial indiscipline and financial indiscretions. Departments writing their budgets wanting to buy things or enlarging departments without actually using the additional expenditure. Budget deficits could also be accounted for by the manner by which departments do their budgets. Each year end, they will spend money frantically fearing that any leftovers would indicate they don't need the money in the first place. Otherwise, next year's budget will be scaled down. No department heads want to have scaled down budgets.

More importantly, whenever the state presents its budget, less emphasis is placed on strategies to increase revenue. Tax base, tax collection. But you can't squeeze blood out of stone. What about non tax income? Government investments are one. But if your GLCs are managed by nincompoops, you can't expect to rake in money. Hence you are doomed.

I never questioned though, the deficit portion that is spent on the needy. The expenditure I termed and used as transfer payments. Subsidies going to free loaders- I object.

When Minister Idris Jala made his doomsday predictions, I questioned his blanket denunciation of subsidies, in particular those going to the needy. His predictions created havoc leading to contradictory statements coming from the 15th Floor of the MOF. He accepts the outcomes predicted based on an economy growing at 3% p.a besieged by a deficit rate growing at 12%. He assumes further, government ministers do nothing to address the situation other than enjoy some musical soirees at PETRONAS Philharmonic amphitheater or the PM's plush residence.

I think the PM will of course do something. Dropping Idris Jala is one option.
Idris is perhaps an unregistered member of the deficit hawks. In particular those who sanctimoniously declare we should stop giving subsidies to the poor but at the same time say nothing when there are ideas to build a new parliament building, spend more on constructing the king's place. I am not sure whether the cost has escalated from 400,000,000 to over RM 800,000,000. For I hear whispers that the actual expenditure has gone up to 1,200,000,000, 1.2 billion. The same voices become mute when told of Felda's dwindling cash reserves and the appointment of Felda's cash reserves to some bizarre applications as revealed by Minister Ahmad Maslan.

What do you call them? They can only be termed like what the economist Paul Krugman described as hypocrites, pure and simple.

Perhaps the PM should ask Ahmad Maslan to go down to the grassroots, ask them whether they support cutting subsidies or they would rather object to the escalating cost of the new istana, or the building of a new parliament or are they happy with Maslan's explanation of Felda's disappearing cash reserves.

Posted by>> sakmongkol AK47

RAMPANT CORRUPTION IN MALAYSIA... CIVIL SERVANT>>>SYMP

Ku Li - We have an impotent MACC........
The word 'corruption' comes from a Latin word meaning 'to break' or 'to destroy'. Corruption is a cancer that steals from the poor, eats away at governance and moral fibre, and destroys trust. Although corruption exists in both the private and public sector, the corruption of the public sector is a more fundamental evil. This is because the public sector is the enforcer and arbiter of the rules that hold us together, the custodians of our common resources.

It is time we recognise corruption as the single biggest threat to our nation. In our economy, corruption is the root of our inability to make the economic leap that we know we are capable of. There is no other reason why a country so blessed with natural resources, a favourable climate and such immense talent should not have done a lot better than we have.

In our political system, corruption is the real reason why our political parties refuse to reform. Some people say the party I belong to has debased a once noble nationalism and a concern with the welfare of marginalised people into a rush for the gravy train. They also said that the economic development we must bring our people is reduced to nothing more than patronage, and patronage is inflated into a right.

Everyone takes a cut

Therefore, it appears that the root cause is in our political parties. It is an open secret that tender inflation is standard operating procedure. Within the parties and among politicians, it is already an understood matter that party followers must be 'fed'. Politics is an expensive business, after all. Where else are we to get the funds? Thus, theft of public goods is normalised and socialised among an entire community, and what we had planned to attain by capability is seen by some as something to be attained through politics.

Politicians are the villains in this piece, but they themselves are also trapped. The leadership is trapped because they are beholden to political followers who demand that they are looked after. They demand patronage, and turn the party's struggle for the welfare of a community into their sense of entitlement to that patronage. So they take their slice of the project. By the time they and each person down the line all the way down to the contractor takes a lot and there is not enough left to do a decent job, bridges collapse, highways crack, stadiums collapse, hospitals run out of medicine, schoolchildren are cheated in their textbooks. Corruption may look to its perpetrators like a crime without victims, but it leaves a trail of destruction.

No domain seems safe. Some say that the humble school canteen is the domain of party branch chiefs. The golf course becomes a favoured way to pass the cash over. We can place bets for RM5,000 a hole. For some reason, one party keeps losing. And there are 18 holes. Money thus obtained is legal. It can be banked. We spend billions on the refurbishment of defence equipment; on fighter jets, frigates and submarines. When a supplier lays on an exorbitant commission to some shadowy middleman, that commission is built into the price the government pays. That money comes from the ordinary Malaysian.

Military toys

Military toys are very expensive. I remember from my time in the Finance Ministry. Even then, patrol craft cost about RM280 million each. We loved Exocet missiles. As minister, I had to sign each time the military fired an Exocet missile for testing. Every time, we test fired one of them, RM2 million literally went out with a bang. When the UK went to war against Argentina, the UK government tried to borrow them from us because outside of the UK, we had the most of them in the world. We must have been under some extraordinary military threat which I did not understand.

The list is long: procurement of food and clothing for the military, medicine for hospitals and so on. In all these things, the government has been extraordinarily generous. And paid extraordinarily high prices. Government servants have to face pressure from politicians who expect to be given these contracts because they need money for politics. This corruption is justified because the party's struggle is sacred. The civil servants can either join the game or be bypassed. For every government job big or small that goes down, someone feels entitled to a slice of the pie, not because they can do the job, not because they have some special talent or service to offer, but because it is their right.

They do not realise that what they demand is the abuse of power for the sake of personal gain, or party gain. They elect those leaders among themselves who are most capable of playing this game. So we get as our leaders people who have distinguished themselves not by their ability to serve the public but at their long proven ability to be party warlords, which is to say, distributors of patronage. And that is a euphemistic way of saying that because of corruption the old, stupid and the criminal are elevated to positions of power while young, talented and honest individuals are frozen out.

Game over

Corruption destroys national wealth, erodes institutions and undermines character. And it also destroys the process by which a community finds its leaders. The consequence of this is that the majority are marginalised. Government contracts circulate among a small group of people. Despite all attempts at control and brainwashing, the majority soon catch up to the game.

This game cannot last forever. The longer it is played the more people hate the government and the governing class. They vote against the government, not for the opposition. They resent the government of the day. In 2008, we saw how the Malaysian people feel about the abuse of power and incompetence caused by corruption. Since party funding has become the excuse and the vehicle for wholesale corruption, any measure we take to fight it must include the reform of political funding.

It is time we enact a law regulating donations to political parties. Donations must be capped. No donor is to give more than a specified limit, on pain of prosecution. This is to prevent special interests from dominating parties. Such money is source of corruption. Let us limit political donations by law. On top of that, let the government set up a fund to provide funding to registered political parties for their legitimate operational needs. This money can be distributed based on objective criteria and governed by an independent panel. This would close off the excuse that the parties need to raise political funding through government contracts.

Another idea is that we should freeze the bank accounts of people who are being investigated for corruption. Public servants and politicians are by law required to be able to demonstrate the sources of their assets. Those with suspiciously ample assets should have these assets frozen until they can come up with evidence that they have accumulated them legally. This may sound harsh, but only because we live in a country in which almost no one ever gets nabbed for corruption. In China, those found guilty are shot.

Impotent MACC

In Malaysia, we read about Malaysian Anti-Corruption Commission (MACC) investigating this and that but there are no convictions. No one has been punished. We are the nation with no consequences. The MACC finds no fault. The courts do not convict. And our newspapers do not have the independence and vigour to follow up. We have an MACC with no results. It was a good idea to model our anti-corruption agency after one of the most successful in the world, Hong Kong's Independent Commission Against Corruption (ICAC). However we have taken just bits and pieces of that model. So really this will be no more than PR exercise unless we adopt the model wholesale.

We should repeal the Official Secrets Act (OSA) so that people can go to the MACC and the authorities with documentary information on corrupt practice. As things stand, any document which might be incriminating to corrupt public officials is stamped an official secret. A whistleblower risks seven years jail for being in possession of such documents. We need to identify rot eating through our roots as a nation. It is corruption. We cannot expect the corrupt to embrace reform. It is time for our citizens to stand up and call corruption by its name, and demand reform.

Shafee was most famously known after testifying in the High Court 10 years ago that he had found wads of cash in former Economic Planning Unit head Ali Abdul Hassan's drawer when the ACA (Anti-Corruption Agency) raided his home back in 1998.

He told the court that then prime minister Dr Mahathir Mohamad had ordered him to close the file on the ACA investigation.

(An extract of the speech by Umno veteran politician Tengku Razaleigh Hamzah at the launch of 'The Shafee Yahaya Story - Estate Boy to ACA Chief', a book written by Shafee's wife Kalsom Taib.)

source:malaysiakini

<link rel='alternate' type='text/html' href='http://perbendaharaan.blogspot.com/2010/06/rampant-corruption-in-malaysia-civil.html' title='RAMPANT CORRUPTION IN MALAYSIA...

<img width='1' height='1'
